Guidelines to Make Online, Offline, Loan Payments – AFD Portal (CSD)
The Canteen Stores Department (CSD) AFD Portal provides a secure and transparent platform for purchasing four-wheelers, two-wheelers, and white goods. To ensure smooth processing of demands, beneficiaries must follow strict payment rules. This article explains all guidelines for online payments, offline payments, and loan payments on the AFD portal, along with the revised process for purchasing AFD-I items.
Mandatory Rules for Payment on AFD Portal
✔ ALL payments MUST be made only from the beneficiary’s own bank account.
- No third-party payments are accepted.
- No cash deposits or cash transactions are allowed.
- Payments made from someone else’s account will be rejected by the Depot.
✔ Direct bank transfer is NOT allowed (except in loan cases).
- Beneficiaries must use the AFD Portal Payment Gateway for making payments.
Revised Procedure for Purchasing Four-Wheelers, Two-Wheelers & White Goods
Step 1: Register on the AFD CSD Portal
New users must complete registration using service details and grocery card details.
- Visit: https://afd.csdindia.gov.in
- Click on “SHOP NOW”.
- Select “New User Registration”.
- Fill all required details (service number, card number, chip number, etc.).
- Submit the form.
Note: Details once submitted cannot be easily corrected. Mistakes can prevent booking until rectified. You will also receive an OTP on your registered mobile for verification.
Step 2: Collect Price & Availability Information
- Visit the AFD Portal to check latest price and item availability.
- Obtain a CSD quotation from the dealer.
- Get an Availability Certificate (valid 3 weeks but not beyond month-end).
Step 3: Login to the AFD Portal
- Go to https://afd.csdindia.gov.in
- Click SHOP NOW.
- Enter Username, Password & Captcha.
- Submit OTP sent to registered mobile/email.
Step 4: Select Your Product
- Search by SKU Number of the item booked at the showroom.
- Ensure price displayed matches availability certificate.
- If mismatch → ask showroom to correct immediately.
Step 5: Fill Demand Details
Select:
- Price Zone (State)
- Dealer
- Depot
- URC (nearest canteen)
Upload required documents:
- Payment Proof (later)
- PAN Card
- Last Pay Certificate / PPO
- Availability Certificate
Step 6: Demand Verification by Depot
Your demand is sent to the respective CSD Depot for eligibility verification (1–2 working days). After approval, you will receive SMS/Email notification asking you to make payment.
Step 7: Make Full Payment
- You must pay the full amount through AFD Payment Gateway OR by Loan + Self Payment.
- Payment realization may take 2–3 working days.
Step 8: Download Supply Order
Once payment is confirmed:
- You will receive SMS/Email to download PO / LS Order & Authorization Letter.
- Login to your AFD account and download them.
Step 9: Visit Nominal URC
Carry original documents:
- PAN Card
- Grocery Card
- Service ID
- Availability Certificate
- Printed Summary Sheet
URC will check documents and issue signed & stamped LS Order.
Step 10: Collect Your Vehicle / Item
Submit the LS Order at the showroom and take delivery of the vehicle/goods.
ONLINE PAYMENT METHODS (Through Payment Gateway)
AFD Portal supports the following online payment modes:
- Credit Card
- Debit Card
- UPI
- Net Banking
- Bank Transfer (via gateway)
Important Notes:
- Payment MUST be from beneficiary’s own bank account.
- If cost of an item exceeds ₹10 Lakhs, payment can be split into 2 installments (SBI limit compliance).
OFFLINE PAYMENT (e-Challan)
Offline payment is done using an e-challan generated by Payment Gateway.
The e-challan includes:
- Virtual Account Number
- Challan Number
- Merchant Order Number
- IFSC Code
- Exact Amount to be Deposited
Steps:
- Download e-challan from AFD Portal.
- Visit your bank branch.
- Make NEFT/RTGS exactly as per challan details.
Note:
- Each e-challan is valid for one transaction only.
- If the deposited amount does not match EXACTLY, payment will be rejected and refunded.
- For Razorpay (PayGov), virtual account will belong to RBL Bank (IFSC: RATN0VAAPIS).
LOAN PAYMENT (Only for Loan Cases)
Loan payments can be made directly to the CSD HO Main Account from the bank granting the loan. This rule is effective for loan cases only.

B. Loan Payment Conditions
- Loan payment should be made only after demand approval.
- UTR details must be uploaded on the portal.
- Balance amount (if any) must be paid online through beneficiary’s own account.
The AFD Portal ensures a transparent and secure purchase system for CSD beneficiaries. Following these guidelines for online, offline, and loan payments will prevent delays and rejections at Depot and URC levels. Always ensure payments originate from your own bank account and maintain accuracy while uploading required documents.
