CENTRALIZED RECEIPT OF PAYMENTS FROM THE BENEFICIARIES TOWARDS AFD PURCHASES
1. Reference is made to CSD Head Office letter No: 6/F&A/AFD-l/Accounting Instructions / CB / 870 dated 25 Jan 2021 and letter No: 6/F&A/AFD-l/Accounting Instructions / CB / 916 dated 03 Feb 2021.
2. It is learnt from the environment and queries received from the Depots and beneficiaries that while using the payment options (i.e. Online payment or Direct bank transfer) available on the AFD portal the account details shown for the remittance of the payment on the display screen are of Yes bank. Which resulting a state of confusion or worry in the mind of beneficiaries as well as depot managers.
3. The issue was taken with the AFD portal and team Razor pay for the clarification and it has been clarified that the details shown while remitting money on the AFD portal of yes bank are authentic and the account is virtually attached with AFD portal only for the remittance purpose to our Main Account (i.e. CSD Head Office Main Account AFD-I Receipts Only).
4. Considering the difficulties faced by the beneficiaries and depots concerned, it is hereby directed that all the payment details given by the beneficiaries of the Yes Bank can be checked and reconciled in the Razor Pay under settlement option and also in the respective bank statement after the settlement period is over. Further, at the same time environment may be sensitized not to get panic or worried if the payment details shown on the portal are of yes bank.
5. The content of this letter may be communicated to all the Nodal URCs and beneficiaries to ensure compliance and wide publicity.

Online Sale AFD items
CSD Sale Online Portal of AFD Itmes
Sales commenced for the month of August 2021 for items for which prices have been received:- if the item, price is not viewed as the item being sold for a change in item, price, item. Release ETC. Such items are available for sale and will be updated when rates are received and on the portal. W.e.f 15 May 2021 For loan cases only, the loan amount allowed by the bank can be made directly by bank transfer to the bank account of CSD Head Office, and the remaining amount should be deposited only through the AFT Portal Payment Gateway. For all refund cases, CST beneficiaries are required to submit an application to the recommended URC with bank and account details for withdrawal through URC & related CST Depots. Get details of email IDs to access the concerned offices.

- Any payment should be made only from the beneficiary account.

CSD Portal Payment
CSD Portal Online PaymentPayment Gateway integrated with AFD CSD Portal supports following modes of Payment [UPI] Unified Payments Interface Debit Card or Credit Card Bank Account Transfer Net Banking Note-1: Beneficiary can make payment only from his own account through any of the above modes of payment. Amount transferred from any other account other than individual will be treated as Third Party Transfer and demand can be rejected by CSD Depots. Note-2: If cost of the AFD item is above Rs.10 Lakhs, beneficiary would be given an option to split the payment into 2 online payments to overcome the limitation put by SBI bank on the maximum amount that can be transacted through net banking. |
- Payment from a third-party account will not be accepted and will not be made on-demand.

CSD Portal Offline Payment
CSD Portal Offline Payment ProcessIn case you choose Bank Transfer mode, please download the e-challan generated by the Payment Gateway that will be mentioning the virtual Account number, IFSC code and the exact amount to be deposited by NEFT or RTGS. Virtual Account Number generated in e-challan is a 16-digit account number with first 9 digits remaining same as 222333154xxxxxxx and IFSC Code is always YESB0CMSNOC. You can take a print out of the e-challan to your bank and request Bank to do NEFT, RTGS exactly as per details mentioned on the e-challan. Please note that each e-challan payment is valid only for one transaction and if amount remitted is not as per what is mentioned on the e-challan, Payment Gateway will reject that transaction and you will get a refund back in your bank account. |

CSD Loan Payment
CSD Portal Loan Payment OnlyOnly Loan Payment can be made by direct bank transfer into bank account of CSD Head Office wef 15th May 2021 and balance amount if any, should be paid by the beneficiary through either online or offline payment method as mentioned above from his/her own account using the payment gateway. And balance amount would need to be paid online by the beneficiary from his/her own account using the payment gateway. |

What will going to happen if the demand is rejected due to Third Party payment or because of any other reason, refund process will be initiated with URC Canteen. So I need clarification on two things.
1. If payment was made from Third party and demand has rejected, amount deducted will be refunded to Third party account holder or to the account of Card holder/ Beneficiary. IT is no where in any of the policy or guidelines.
2. If payment was made online from RazorPay by Third Party holder or by card holder and demand has been rejected due to any reason, since there is a difference in amount deducted when using the razorpay and amount shown in the summary sheet. After refund, is the whole amount which was deducted account will be refunded or only amount shown in Summary sheet will be refunded.

There is a requirement to improve the process of online payments for CSD AFD. If the payment is made online, and demand is rejected due to any reason and invoice is not generated, then payment should also be reverted back to end user account who actual made the payment based on UTR number of transaction given in the summary sheet, once it is concluded that demand is rejected. It is ideally process followed across all the online platforms of shopping. Rather initiating the refund process of manual submission of application and it will go for approval for HOD CSD for authorization. All this process normally takes around 90 days of time when end user who wants for purchase item form CSD, and cannot book another order for same item since money is blocked for this period and consumer is struggling hard to get this money back into his account.
Secondly there is huge difference in amount deducted online and amount given in summary sheet prepared for demand for item booked in demand. Since there are some charges applicable which goes to online payment gateways as service charge. If the payment is reverted back to account, the benefit will go to end user, since all amount will be reverted to account as refund. Else only amount shown in summary sheet will be refunded.
