They are now eligible to purchase up to five cars throughout their lifetime, with each car costing 10 lakh, excluding taxes. These modifications have been made to offer greater flexibility and a wider range of choices to eligible CSD customers in terms of car purchases.

Revised Criteria for CSD Canteen Car Eligibility Rank-wise in 2024: To enhance transparency and fairness, the eligibility ranking for CSD Car purchases in 2024 has been updated. Effective February 1, 2024, a new car policy has been implemented for Junior Commissioned Officers (JCO) and Other Ranks (OR) in the CSD Canteen. The revised entitlements for all pay matrix levels are outlined below. Additionally, officers of Ordnance Factories are now included in the updated car purchasing policy for CSD Canteen. All Armed Forces personnel need to familiarize themselves with the modified procedure for acquiring a four-wheeler from CSD Canteen through CSD AFD.
CSD Army Canteen Car Policy for ORs 2024
CSD Canteen Car Policy for Other Ranks (ORs) 2024: This policy applies to personnel holding the rank of Sepoy to Havildar, or equivalent rank in the Indian Air Force (IAF) and Indian Navy (IN), with a pay level ranging from 3A to 5. It encompasses both active duty members and retired personnel, as well as pensioners, widows, and next of kin.
For individuals falling within pay levels 3 to 5, the maximum permissible amount for purchasing a car from the CSD Canteen is 8 lakhs, excluding taxes. Each eligible individual is entitled to acquire a maximum of four cars throughout their lifetime. The first car can be purchased after completing a minimum of 5 years of service, and there must be a gap of 8 years between the subsequent purchases of cars.
In the case of pensioner widows, they have the option to utilize the unused quota of car purchases that belonged to the deceased individual. However, if the deceased individual had already availed the benefit of purchasing four cars before their demise, the widow is not eligible for this privilege. It is important to note that there should be an 8-year interval between the acquisitions of two cars.

Revised CSD Canteen Car Policy for JCOs 2024: The updated policy regarding the CSD Canteen Car Policy for Junior Commissioned Officers (JCOs) and equivalent ranks in the Indian Air Force (IAF) and Indian Navy (IN) (Pay level 6 to 9), as well as retired personnel and widows, allows for a maximum of five car purchases throughout their lifetime through the CSD AFD online portal. This significant enhancement replaces the previous limitation of three cars.
Applicable to individuals in pay levels 6 to 9, including current and former Armed Forces members, pensioners, widows, and next of kin, this benefit allows for the purchase of cars up to a maximum value of 10 lakhs, excluding taxes. Each person is permitted to acquire up to five cars over their lifetime. The first car can be obtained after completing a minimum of five years of service, with a mandatory interval of eight years between subsequent purchases.
For pensioners, widows, and next of kin, the option exists to utilize the unused car quota of the individual. However, if the individual has already purchased five cars before their passing, this entitlement does not apply. The requirement of an eight-year gap between purchases remains in effect.
CSD Army Canteen Car Policy Armed Forces Officers
The CSD Canteen Car Policy for Armed Forces Officers, ranging from Pay Level 10 to 18, offers a distinctive benefit exclusively to those who have served or are presently serving in the Armed Forces. This privilege also extends to pensioners, widows, and next of kin. The maximum allowable amount for the procurement of cars is set at 20 lakhs, excluding any relevant taxes. Each eligible individual is entitled to purchase a vehicle once every eight years.
CSD Army Canteen Car Policy for Civilian Officers
The CSD Canteen Car Policy caters specifically to civilian officers who receive payment from the defense estimates. This policy extends to both currently serving officers and those who have retired. To qualify for this benefit, officers must fall within the pay level range of 11 to 18, which also includes family pensioners. The benefit allows eligible individuals to avail of a vehicle purchase benefit, with a maximum limit of INR 20 lakhs, excluding taxes. This benefit can be utilized once every eight years by the eligible individual.
CSD Army Canteen EV Car Policy 2024
The updated CSD EV Car Policy for 2024 has been introduced. This policy specifically focuses on Electric Vehicles (EVs) and is applicable on the CSD AFD Online Portal. Under this policy, defense personnel who decide to invest in an Electric Vehicle for the first time will now have the option to purchase their next vehicle after a reduced interval of six years, as opposed to the usual eight-year gap. It is crucial to highlight that the subsequent vehicle can only be acquired after eight years has passed.

Revised Eligibility Criteria for ACs, Fridges, Washing Machines and Two Wheelers
Revised eligibility criteria for purchasing other AFD-I items (such as two-wheelers, ACs, fridges, washing machines, laptops, and desktop computers) on the CSD AFD Online Portal are as follows:
(a) For TVs: Two TVs can be purchased within a block period of four years.
(b) For ACs: Four ACs can be purchased within a block period of four years.
(c) For other AFD-I items (excluding four-wheelers): The previous rule remains unchanged, allowing the purchase of one item every four years from the date of the last purchase. The following categories of canteen smartcard holders are authorized to purchase other AFD-I items:
- Armed Forces personnel (both serving and retired) – PAY LEVEL 1 TO 18.
- Defense civilian employees (both serving and retired) – PAY LEVEL 1 TO 18.
- Defense civilian family pensioners – Pay Level 1 To 18. There must be a minimum gap of four years between the purchase of the same item or a two-wheeler, starting from the date of the last purchase.
Additionally, only one type of AFD-I item can be purchased at a time within the specified time gap mentioned above.

If not then what’s the expected date of its launch?
The ceiling of Rs 8 lac ceiling is not adequate to by a decent car, for ORs upto pay level 5. The ceiling should be at least Rs. 10 lac without taxes to buy a decent family car. Not all below pay level 5, is going to buy a car costing Rs 10 lac, without tax. Fixing of ceiling to be reasonable considering the price escalation of cars.
